DoD to Expand Access to Military Exchanges

Military Exchanges have long been selective of who is allowed to shop there. However, that list just got a little longer with a recent change by the DOD.The Department of Defense announced, “Starting May 1, 2021, DOD and Coast Guard appropriated fund and nonappropriated fund civilian employees are authorized to shop at military exchange stores in the United States and the U.S. territories and possessions.”Furthermore, the DOD stated, "Online exchange access will also be available for active and retired DOD and Coast Guard appropriated fund and nonappropriated fund civilian employees by mid-October."The Coast Guard currently employs around 7,000 civilians that work in over 200 different types of positions. However, the new shopping access will not include the purchase of any military uniforms, alcohol or tobacco products.Limitations were in place to individuals in those two groups. Specifically, while on service agreements overseas and visiting overseas exchanges. “The expansion will allow all DOD and Coast Guard civilian employees to shop in exchange stores in the United States and the U.S. territories and possessions.”Most bases have a Military Exchange. This is one of the most common military experiences. Although, it is not without its hassles and inconveniences. With the impact of COVID on the economy, and shopping in general, this will impact many.Despite the Coast Guard not "technically" being a branch of the military, we love them the same. The Coast Guard saves lives daily, and keeps our waters safe.

According to FederalPay.org, appropriated funds "refer to moneys allocated by legislation passed by Congress and signed by the President."Subsequently, non-appropriated funds, "refer to revenue earned by government departments, organizations or agencies by means other than taxation."For example, the State Department generates non-appropriated funds with the sale of passports. Furthermore, the Moral, Welfare and Recreation (MWR) is also ran with non-appropriated funds.
